The executive body of the municipality is the City Mayor
The City Mayor of Białystok is
Ryszard Tur and the deputies: Marian Blecharczyk, Krzysztof Sawicki, and Ryszard Zimnoch.
Ryszard Tur – City Mayor, born 10 August 1944 in Piliki, graduate of the Silesian Technical University in Gliwice, M.Eng. specializing in sanitary equipment. City councillor for three consecutive terms. During the first one – member of City Board. In 1944 - 1998 worked as deputy mayor, in 1998 – 2002 held the position of City Mayor. Presently elected in general elections again for the position of City Mayor. Member of the Solidarity Trade Union and the Christian-National Union, deputy chairman of the Archdiocesan Institute of Catholic Action.

preparing draft decisions of the City Council
determining the method of the execution of decisions
budget execution,
employing and discharging managers of municipal organizational units
Białystok City Council
The local government of the City of Białystok is composed of the
City Council – elected in general elections and the
City Mayor who is elected by the inhabitants in direct elections. The City Council is the legislative body of the local government while the City Mayor is the executive body.
The Białystok City Council of the 4th term was elected on 27 October 2002. As in other cities of Poland, the term in office is 4 years from the date of election.
Apart from plenary sessions, City Councilors work in different thematic commissions. Moreover, they belong to clubs as representatives of a specific political party or association.
